Komitmen Pemda dan DPRD Lebak dalam mengakui kedaulatan wilayah dan masyarakat Satuan Adat Banten Kidul (Sabaki) dimulai melalui audiensi pada tanggal 24 Oktober 2014 di Ruang Pendopo Kantor Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Lebak, Rangkasbitung.

Audiensi ini membincang mengenai Percepatan Pembahasan Peraturan Daerah (Perda) Pengakuan Wilayah dan Masyarakat Kasepuhan yang tergabung dalam (SABAKI) antara Pemerintah Kabupaten (Pemkab) Lebak dengan Satuan Adat Banten Kidul (SABAKI).

Hadir dalam Audiensi tersebut adalah Wakil Bupati Lebak, Ketua DPRD Kabupaten Lebak, Ketua Badan Legislasi DPRD Kabupaten Lebak, beserta jajarannya. Sementara dari Mitra SABAKI yang hadir adalah tergabung dalam kelompok masyarakat sipil antara lain: Komnas HAM, Rimbawan Muda Indonesia (RMI), Perkumpulan HuMa, Epistema Institute dan Jaringan Kerja Pemetaan Partisipatif (JKPP).

Dalam pertemuan tersebut, Ketua DPRD Kabupaten Lebak berjanji bahwa mulai Selasa, 28 Oktober 2014 akan mulai membahas Draft Rancangan Peraturan Daerah (Ranperda) Pengakuan Wilayah dan Masyarakat Adat Kasepuhan, dan segera masuk Prioritas Legislasi Daerah (Prolegda) dalam pembahasan tahun 2015 mendatang.

Audiensi tersebut menghasilkan penandatanganan nota kesepakatan dan komitmen bersama Pemerintah Daerah Kabupaten Lebak, DPRD Kabupaten Lebak, Masyarakat Kasepuhan, dan Organisasi Masyarakat Sipil antara lain:

(1) Perda Kasepuhan merupakan salah satu Program Legislasi Daerah Kabupaten Lebak tahun 2015.

(2) Secara bersama-sama menyusun dan mengawal lahirnya Perda Masyarakat Kasepuhan di Kabupaten Lebak.

(3) Mendorong secara moral dan sosial hingga lahirnya Perda Masyarakat Kasepuhan di Kabupaten Lebak (lihat pernyataan bersama).*** (MLK)

The commitment of the regional government and the Lebak legislature to recognise the united customary peoples of Banten Kidul (Sabaki) and their customary region began with a hearing on the 24th of October 2014 at Pendopo Room in Lebak legislature office, Rangkasbitung.

This hearing beetwen the Banten Kidul costumary peoples and local government of Lebak discussed the expedition of the regional law (Perda) to recognise the united customary peoples of Banten Kidul (Sabaki) and their customary region.

The Vice Regent of Lebak, the Head of the Lebak Parliament, the Head of Legislation Department of Lebak Legislature and their staff joined in the hearing. Additionally, the partners of Sabaki formed civil society groups; including Komnas HAM, RMI, Perkumpulan HuMa, Epistema Institute and JKPP.

In that meeting, the Head of Lebak Parliament promised that from Tuesday, the 28th of October 2014, he would discuss the legislative drafting of the regional law to recognise the Kasepuhan costumary peoples and their area, and introduce this draft as a regional legislative priority (Prolegda) in 2015.

This hearing resulted in the signing of the memorandum of understanding and commitment with the local government of Lebak, local legislature of Lebak, cutomary peoples of Kasepuhan and the Civil Society organisations. The statements are;

• The Regional Law of Kasepuhan will be part of the Legislative program in Lebak Regency in 2015.
• All of stakeholders will compile and ensure the passing of regional law of Kasepuhan in Lebak
