huma.or.id- The Farmers’ Association AMANAT (AMANAT) sent a letter to the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) regarding a Request for Information on the Implementation of Agrarian Reform. The letter with Number 017/VI/2025 dated June 13, 2025, serves as the active role of the Community in implementing government programs through Agrarian Reform.

Located at the ATR/BPN Office on Jl. Sisingamangaraja No.2, Selong, Kec. Kebayoran Baru, South Jakarta, DKI Jakarta, Didih Suryadi as the Chairman of AMANAT conveyed three important points in the letter.

First, AMANAT requested the Minister of ATR/BPN to provide a written update on the progress of the implementation of Agrarian Reform since the submission of the Letter by the Acting Regent of Bogor District based on the Letter of the Regent of Bogor with Number 500.17.4/199-DPKPP regarding “Request for Clarification of State Land (former HGU PT. Hevea Indonesia) Becoming the Subject of Land Control/Land Reform,” to the Minister of ATR/BPN of the Republic of Indonesia, dated November 5, 2024, until now (since the letter was made on June 13, 2025), which has been ongoing for 151 working days.

Second, AMANAT requested the Minister of ATR/BPN to provide in writing to CONFIRM THE EXISTENCE OF Ownership Rights Certificate (SHM) of the National Agrarian Operation Project (Prona) in 1981-1984 suspected to be on the land subject to Agrarian Reform with data in the form of area, maps, subjects, and objects.

Third, the Minister of ATR/BPN, as well as the Daily Chairman of the National Agrarian Reform Acceleration Team, should provide in writing about the planning of activities, implementation, and budgeting for the implementation of Agrarian Reform in the Nanggung, Curugbitung, and Cisarua Villages, Nanggung Subdistrict, Bogor District.

It is known that on February 27, 2025, AMANAT, along with several advocacy networks, had a meeting with Yulia Jaya Nirmawati, S.H., M.M (Director General of Agrarian Arrangement of the Ministry of ATR/BPN). In the discussion, the Ministry of ATR/BPN had received a Letter from the Acting Regent of Bogor District as the Chairman of the Agrarian Reform Task Force (GTRA) with Number 500.17.4/199-DPKPP regarding “Request for Clarification of State Land (former HGU PT. Hevea Indonesia) Becoming the Subject of Land Control/Land Reform,” to the Minister of ATR/BPN of the Republic of Indonesia, dated November 5, 2024.

Subsequently, the Ministry of ATR/BPN through the Director of Land Reform will reprocess the IP4T process, and the Ministry of ATR/BPN is currently collecting overlapping data of SHM Prona from 1981-1984.

The effort to send a letter is part of AMANAT’s efforts together with the Village Head and supporting organizations, in accordance with Article 74 of Presidential Regulation (Perpres) Number 62 of 2023 concerning the Acceleration of the Implementation of Agrarian Reform regarding Community Participation in the planning, implementation, and monitoring of the acceleration of Agrarian Reform involving the Community.
