This Briefing Paper is prepared by the Civil Society Coalition for the Rescue of Indonesian Forests and Global Climate to read the President’s Instruction regarding the Postponement of New Permit Issuance and Improvement of Primary Natural Forest and Peatland Governance (Moratorium Presidential Instruction). This paper reveals why this Presidential Instruction is inherently weak and problematic, starting from its non-binding legal status, its limited scope covering only primary natural forests and excluding secondary forests, and various exceptions listed within it.
