This publication is a research report on the implementation of FPIC (free prior and informed consent) in the demonstration activities (DA) REDD+ projects and programs in Central Kalimantan and Central Sulawesi.
The report consists of five parts. The first part contains information on the historical context of conflicts and the politics of forest moratorium in Indonesia. In the second part, the report explains the DA-REDD/REDD+ Project in Indonesia, including policies, responsible institutions, sources of funding, and statements from the Indonesian government, donor countries, and REDD developers related to its implementation. The third part of the report is a general analysis of field findings regarding the frequently violated FPIC rights, dominant victims and their backgrounds, responsible parties, and patterns of violations involving them. The fourth part of the report outlines the profiles of the Katunjung, Sei Ahas, Ngata Tompu, Ogoalas, and Telaga communities to provide readers with an understanding of who these communities are. This section also presents testimonies from these six communities regarding the implementation of FPIC rights from before the DA-REDD/REDD+ project was operational until now. In the final section, the report elaborates on the international and national normative framework governing the responsibilities of the Indonesian government, donor countries, international financial institutions, and REDD developers in fulfilling FPIC rights in REDD projects.
In conclusion, the report finds that the implementation of DA-REDD/REDD+ projects in Central Kalimantan and Central Sulawesi has violated the FPIC rights of indigenous and local communities. There is ample evidence in the field showing various efforts by the government and REDD developers to evade the obligations and responsibilities mandated by the Cancun Agreement, where they attempt to apply FPIC based on interpretations different from those outlined in the agreement documents and international human rights agreements. Such practices result in the involvement of indigenous and local communities in projects being merely a formality and subjected to strict control over the process and outcomes.
