Year 2018 was a political year for the Indonesian nation. Not only because our daily lives were divided into the “cebong” and “kampret” camps ahead of the 2019 presidential election, but there were also simultaneous local elections divided into one hundred and fifty-four (154) regencies or District Elections, and 12 (twelve) Provincial Elections. From that political contestation, local government candidates gradually pushed for customary forests and/or issued regional legal products related to Indigenous Law Communities. At the same time, the implementation of “Nawacita,” which focuses on development from the periphery, especially customary forests often accompanied by HuMa, has not shown significant progress. The scheme is still complicated due to normative prerequisites regarding the recognition of indigenous law communities, namely through regional legal products (Regional Regulations and Decrees of Regional Heads).
In the course of advocacy, we are reminded of Slank’s song “Jurus Tandur,” which stands for the Strategy of Never Retreat. The strategy of tandur should be dedicated to those who often strive for a better Indonesia. Therefore, as an accountability and learning process, we, the HuMa Association working on community-based and ecological legal reform issues, report our work in 2018.
