SEMINAR REVIEW “READINESS OF CIVIL SOCIETY Toward MP3EI AND FOREST TENURE REFORM “

On 22 April 2013, in collaboration with the Foundation Siemenpuu HuMa implement preparedness seminar to meet civil society MP3EI and Forest Tenure Reform, in Puncak Bogor. Agenda is done because in May 2011, MP3EI documents published officially by the Government of Indonesia. This document brings purpose to accelerate and expand economic development through the development of eight major program consisting of twenty-two major economic activities, with the implementation of the three strategies, namely:
1. Develop the economic potential of the region in six Indonesian Economic Corridor, namely: Economic Corridor Sumatra, Java Economic Corridor, Economic Corridor Kalimantan, Sulawesi Economic Corridor, Economic Corridor Bali-Nusa Tenggara, and Papua-Economic Corridor Maluku Islands;
2. Strengthen national connectivity locally integrated and globally connected (locally integrated, globally connected);
3. Strengthen human resource capacity and to support the development of national science and technology programs in every major economic corridor.
Hendro Sangkoyo as the first speaker talked about the crisis not as a business cycle, the crisis continues to worsen in the Indonesian archipelago long before the introduction of European nations through trade.
Is it really our focus on MP3EI, during the last 6 semesters, we paid attention to the actual plan can not be read or civil society is still ‘dark’. In Northeast Asia, MP3EI, no more than a bandwagon phenomenon and distorted, even in our title up to him, as a forestry reform.
Much more in-depth conversation is not about good and bad MP3EI, we questioned our attitude of mind to change. Our task must be to question the frame of meaning that we admit for the last generation was carried by the countries of the North. Not everything is bad, but to encourage Indonesia advanced, perhaps not. That’s the spirit.
If expressed in ordinary conversation, we would like to celebrate solidarity is missing. People in the village have started to ask what your religion, you people anywhere, this is more important than mere organizational skills. For that civil society needs proper preparation.
All Discipline Knowledge Must be Criticized
Research for the education community, ordinary people, research institutions, and state officials to be the source of an effort to encourage us to be critical of the MP3EI. Basic research, then ask again, questioning frame of space and time from the state capital to talk about change. It said the purpose MP3EI that GDP will rise, it is a joke that is not funny and contempt for ordinary people. As told by a dazzling slide presentations from Hendro Sangkoyo.
To talk MP3EI in rural communities can not be applied to the elitist level, the villagers do not understand woods used. Aspirated financial capital and taken to wallstreet ff. Hendro find a way to tell a hometown that could unite the social and natural disciplines. It was he tried in various places.
Part of the old gang as we know, there is a world trade organization, in paris launches “made in the world” made in the world. Each country should disarm itself of its own legal regime to succumb to a legal regime that defends commercial law.
We can not talk budget / D as if it is different from the accounting books perusahaan2 world. We are eager to help in the training of my friends who is in the forefront. After 2008, we studied internal IMF documents, unimportant country bankrupt, which is important on a global scale cash flow continues to run.
In 2007, the time of the krisisi, no warning, because the money is still in circulation. Indeed, no one was prepared to fall walstreet. That occurred in Europe, Finland is rather far from the unrest. In a caricature of Europe already resentful people, if you want to be helped stop democracy, Germany close to it by European banks in the context of saving the euro regime. All who obey the law, just do not go bankrupt finances.
When we questioned the relationship between humans and nature, MP3EI be important, but the ability of the state did their own plans so small. Part of MP3EI before the Asian economic crisis, disclosed, his evil plan is almost ready and coming crisis. Now it is updated again.
Scan global scale, political push energy supply sector should not be herded. We do not know in whose interest. About energy derivatives. In 2003 we reported to Berkeley in a big discussion, the lack of ability of public officials to determine the price of oil itself.
‘Zionism’ Ala Forestry
The second exposure is not less exciting Sudarsono Soedomo delivered by the system of land tenure and policy will have a serious discourse on access to natural resources management and control over natural resources. The matter will be referred to the distribution, execution and regulation of natural resources. Natural resource management and tenure systems will evolve in line with government policy. The system is largely determined by the beliefs of its citizens in the political-economic spectrum lies between the planning system and the central market system.
Politically, we obviously have tremendous freedom after more than four decades of restraint (a decade of left-right three decades). Most of the plantations owned by the people, but most of the plantations are owned by large investors. Forest Plantation is imaging.
If there is illustrated in the diagram of attraction between the camps of political freedom with political control. Then there is also a tug in terms of economic freedom and economic control. Between these two things happening things in pengejewantahannya dilemma.
The need for reform is crucial when approximately 12% of the areas claimed as the forest meets the definition of a forest. In Article 1 of Law No. 4 5/1967, the forest area is certain territories by MINISTER set to be retained as permanent forest. Number 3 in Article 1 of Law 41/1999, the forest is a certain territory or designated and assigned by the government to be protected as permanent forest.
There are some concrete steps that can be applied in the reform of forest, first make sure the attitude of law enforcement after the decision of the Constitutional Court no 45/PUU-IX/2011 against what is claimed as the forest area. Second, the production forest area should be abolished. Production forests should dipersaingkan with other land uses.
Besides the main thing is the thought of higher education forestry. On forest policy reform can only be executed on public confidence and wise response from the executive.
National economic policy turned out to give a very spacious room for various interpretations which are not rare and contradictory. In Article 33, paragraph 1 economy structured as joint venture based on kinship. Furthermore, the explanation (45 Constitution before the amendment) declared “economic production is done by all, for all surveillance under the leadership or members of the public. Prosperity of society is priority, not the welfare of individuals. ” Because the economy developed as a joint effort based on a family basis. Waking up in accordance with the company is cooperative.
Reality of Indonesian Forests
Production forest area reached 82, 41 million ha. In the early 1990s, about 60, 70 million ha of production forest is allowed to charge the result through the forest husbandry scheme rights (HPH) which was later changed to permit utilization of timber (IUPHHK). With the shrinking amount of concessions or IUPHHK, the production forest area is increasing unclaimed. Betuan not trigger the region’s illegal activities.
In the forestry business continues to increase. IUPHHK number to 2012 a total of 295 units. Publication Pemenhut P. 58/Menhut-II/2009 which is then converted into P.14/Menhut-II/2011 reinforce suspicion of inefficiency that had always been denied by the government.
Social forestry challenges to foresters (the government) is to replace the traditional concept of scientific management and the professionalism of the regulation by the state with the more radical assumption that giving more control to the tenant farmers (peasant) have higher chances to achieve sustainable forest management. Forestry in the future may no longer be managed with administration ties colonial political character as it is still reproducible.
Take the role of women Mandatory
Critical reading MP3EI, incomplete if women do not come to talk with a call what should we do individually and part of the community. Mia Siscawati as closing speaker spoke in a feminist perspective.
There are several terms, such as gender. There are two issues related to gender, gender as a distinction. Differentiation nature, role, and functions formed by a large family, clan, and society at large, influenced culture, religion, political system, and so on. The distinction is reproduced continuously and regarded as truth. Gender than empririk situation, as well as analysis tools, to read why we still shackled domination of nature, the law, and capital.
Kesejarahaan aspect of the domination and extraction of natural, seems to have lasted since the colonial era. Since colonial times, the arrival of European traders is to sustain production levels of global consumption. In a feminist perspective, the dominance it has a gender dimension.
Due to poverty, teenage girls, recruited a waitress in the cafe as they arise. “Coffee lap” exploit young women, in part of them are victims of trafficking. We can propose to the BPS, census of agriculture, the impact of changes in agrarian system.
Alternative measures that do still exist today in the domination of capital. Work hard lest we become a part of our body and mind dominance, the dominance melanggenggakan still participate.
Alternatively, a radical alternative to actually step out of the confines of dominance. Grassroots resistance movement. Most are elite, and men. Is the movement is to contribute to the elimination of gender inequality and social inequality at the community level. Are community members managed to escape the snare terhdap industrialization.
Citizens began a movement led by women. It is a movement that tried to seize back the land, trying to escape from dependence terhdap seeds, pesticides, fertilizers, and so on. They want to live continues to advance, promote community from the production of their own land.
Green consumer movement could be one example, but be an anomaly. In urban environmental issues became widespread. This movement to retain the love of nature or a consumptive, who melanggenggakan domination of nature and the body.
The third speaker on the exposure has made us a critical need for policy. Are we capable of pushing citizen movement to seize otonomiatas his body and space? It should always be a big question mark for us all. *** (AGW)
