Fulfilling the Dream of Indigenous Forests

The National Medium-Term Development Plan (RPJMN) 2015-2019 includes the government’s commitment to allocate at least 12.7 million hectares of forest areas for various social forestry schemes, including customary forests. In terms of quantity, the achievement is still far from the target. By November 2018, social forestry had only reached 2.13 million hectares, or 16.8% of the target. Out of the 2.13 million hectares of social forestry designated, there are 33 customary forests established covering an area of 17,243.61 hectares.

Meanwhile, until December 2018, tools for documenting conflicts by the Indonesian HuMa Association (HuMaWin) recorded 326 conflicts related to natural resources and agrarian issues, occurring in 158 districts/cities in 32 provinces. When categorized by sector, there were 86 forestry conflicts with a conflict area of 1,159,710,832 hectares.

Based on these findings, the Indonesian HuMa Association is developing the HuMa Outlook 2019 to evaluate the government’s commitment regarding the establishment of customary forests.
